New headlight assemblys cost between 79.99 and 89.99 per side, and ony come with the clear lenses, no harnesses or bulbs. i dont want to spend the money if i dont have to

Is the damage on the outside inside or both?
I bought a cleaning kit at advance auto that cleans the outside nicely.
If its damage on the inside I would go with the new lens.

Drop $20 on a refinishing kit at your local auto parts store. I have used it on my 98 Windstar with excellent results.

trhaus will become famous soon enough
if u have some time u can polish the lights yourself, the kits the sell work well, i use a air polisher and 2000 grit sand paper most times.

Robert... i'd be wary of the 'ebay' headlight assemblies. i've heard/seen enough of these to be low quality and end up costing you more since you would be replacing them more often. Try the cleaning kit first. polish the crap out of it and see if makes a difference.
