gunk oozing from steering wheel

I have a 96 Windstar and in the summer heat a black substance has started oozing out of the steering wheel. The steering wheel came with a covering that is like a lace on steering wheel cover, but appears like a permanent thing.

This has never happened before, but now when it is hot, this happens.

I would appreciate any info on how to clean or stop this from happening short of buying another steering wheel. Thank you kindly for any help you can give.

The steering wheel is filled with a gel material to cushion the vibrations transmitted thru the wheel and allow for a more ergo feel.Once the membrane is ruptured the gel will continue to ooze. There is no way to stop the oozing and the only remedy is to replace the steering wheel.I would suggest replacement with a used one from a scrap yard. The cost would be considerably less than new.
