98 Shifter Issue
I have an 1998 E150 that had a shifter that would not go into park. I took it to a shop and they replaced the shifter cable. Now it does go into park but the shifter is really loose. They said that there is a tube in the steering column that needs to be replaced to fix the loose shifter. They want about $400 to do this work. How difficult is it to replace? Does it require special tools?

Normally figures 5,7,9 are the parts you need.

I'm not sure if the vans have the same steering column/shift mechanisms as the pickups but the picture below is a common problem. The screws come loose over time.

See the number 13 in the diagram? The two bolts that hold it come loose. See that all the time. If they are tight then it is the bushings in the column that are worn.

All I can say is if they changed the shift cable those screws better not be loose if you know what I mean.
