Some thoughts;
The white "accuator" contains a motor, gears, and is connected to the "blend-air door. The door is swung to the fore or aft to close either the flow of hot air or cold air (A/C). It is a common problem for the blend air door to break at the connection with the motor. The accuator is generally held down with three screws, or it snaps down on three (or four) plastic pins. Yours looks like it is held with screws. Use a small mirror to help you locate all of the screws. You can actuate the motor with a nine volt battery if you connect to the right pins. Go to the web site,
http://www.heatertreater.net/Ford and you may find some helpful information and pictures, etc. If you accuator motor is working OK then you may have a blend air door problem. The door axel, which is plastic, breaks at the connection. This company has a solution that is much easier than removing the dash, discharging the A/C, and draining the coolant, in order to get at the heater/A/C box and plennum in order to change the blend air door. I have no interest in this company, but I have used their product successfully and would recommend the product as a fix to a broken blend air door. I do not know if they make a door for your specific vehicle, but they do make several for differnt Fords IIR.
