Today is the first day I turned on my A/C since last summer. A/C pump doesn't seem like it is kicking in? And the air isn't feeling cold? Could this be a A/C needing a recharge or something else?
    Thank in advance

If the charge is low the compressor will NOT come on. There is a low pressure switch that prevents the compressor clutch from coming on.

You have a leak and need to fix that

Look at you A/C connections for a black oily dirt. This is a common sign of a leak. Also look at your A/C condenser in front of the radiator for signs of a strike by a stone or road junk. Leaks at the connections are most common.
