Need clarification

In looking at diagrams on the net, it appears there may be two shafts.
An upper shaft that eventually the steering wheel is at one end
And a lower or intermediate shaft that goes to the steering gear

Which shaft is the blue circled part mounted on?
I am guessing the upper shaft. (base part # - 3524- )

The diagram I have attached is a 99 E 250 non-tilt upper column.
The universal joint in your link appears to fit that era of E series

The base part number in the diagram for the blue part looks like 3B676, is that correct?
That looks like the joint

The blue circled part in your first pic is on a shaft.
If buying new, you may have to buy the shaft to get that part.
Asking questions of the dealership would be necessary

If the van is NOT a daily driver, I would remove the part

It is also possible the shaft was revised and no longer had the blue part

I am guessing the part is no longer used.
The lower shaft has been revised and no longer needs that.
I would recommend removing the joint and the shaft and the answer may be clearer.

Have a shop manual?
