I never did this, but I would think that

I have never done this, but if I were trying it, I would start with the column from a 65/66 Mustang as they shared the unibody and running gear.

I don't think Mustang had a tilt column until the 1970s
The first few years of Mustang were rather sparse in optional equipment that was not related to speed

First year for moveable column on Mustang was 1967. That option was not a tilt column but a swing a way. This was available at least until model year 1969

And there are a lot of aftermarket tilt columns for early Mustang

I was thinking aftermarket but have been able to find anyone who has done it. My steering is custom from the firewall forward and the steering rack is way forward so you can drop the oil pan with the motor in the car.

Look at ididit tilt column for a 65/66 mustang should be able to make it work especially with a rack
