I'm having a similar issue with my '96 E-150, except when starting hot, it will always fire right up if I put the gas pedal to the floor. Otherwise runs just fine. Any ideas?

What year is your van?
What engine is in your van?
How many miles on your van?
Is the check engine light on?
Hot engine starting issues are typically fuel related. (Guessing without data from you) Fuel can boil inside the fuel lines especially when the fuel pressure is lower than ideal.
Maintenance that may be key
Fuel filter replacement - has it been done recently?
Engine oil - is it the correct weight
O2 sensors - have they been replaced if the vehicle has over 100,000 miles?
