Perform a Voltage drop test -

set meter on 2v scale,
disconnect TPS connector
place RED lead on TPS ground and BLACK lead on NEG battery terminal.
Turn key to RUN.
max reading should be no more than 0.05v.
if higher you have resistance in ground circuit.
check and clean ground connections.

What is the TPS, where is it located, and if it has three wires, which one is the ground?

TPS = Throttle Position Sensor. It can be located on the throttle body or the 'go' pedal inside the car.
An electrical schematic is needed to determine the ground wire. The color and position will vary by model/manufacturer.

they do have three wires. Generally the outside wires are for power (5v) and ground. the center wire sends the actual position reading to the computer (ECU).

if you don't have a schematic then test each outside wire. one will give you about 5v the other about 0.0v.
